Claimant assembles the PoC dossier with yield calculations and declarations.

Independent validation
A conflict-free validator reviews evidence without editing claimant records.

Legal-sufficiency review
Legal reviewers assess rights, consent, capacity, and registrability.

Registrar determination
An authorised registrar approves, qualifies, defers, or refuses registration.

Negatrope entry
Only after registrar approval is the outcome entered in the Negatrope Registry.
