   Specialists document pre-intervention condition and the most probable alternative pathway.

   Performance & evidence

   Field and operator data capture post-impact measurements with cryptographic hashes.

   Proof of Conservation

   Claimant assembles the PoC dossier with yield calculations and declarations.

   Independent validation

   A conflict-free validator reviews evidence without editing claimant records.

   Legal-sufficiency review

   Legal reviewers assess rights, consent, capacity, and registrability.

7. 7

   Registrar determination

   An authorised registrar approves, qualifies, defers, or refuses registration.

   Negatrope entry

   Only after registrar approval is the outcome entered in the Negatrope Registry.
